Presidentail Joke Day is not about telling jokes about presidents but about presidents with a sense of humor. On this day in 1984 before his regular Saturday radio address, President Ronald Reagan was testing the microphone. He decided to be funny and said "My fellow Americans, I am pleased to tell you I just signed legislation which outlaws Russia forever. The bombing begins in five minutes." To his surprise, he was speaking live on the air.
